Capital Markets Authority (CMA)

Uganda’s capital markets are regulated by the Capital Markets Authority (CMA). The CMA is a government body established by the enactment of the Capital Markets Authority Statute in 1996, and mandated by parliament to regulate and develop the capital markets industry in Uganda. It is an autonomous organization, governed by a board of directors, drawn from various sectors, which formulates policies for the CMA. In its role as a regulator, the CMA oversees the activities of the Uganda Securities Exchange (USE) and licensed intermediaries such as broker/dealers and investment advisors. The CMA has licensed 5 broker/dealers and 13 Investment Advisors (5 of the 13 Investment Advisors are the licensed Broker/Dealers).

Uganda Securities Exchange (USE)

The USE was launched in June 1997 after obtaining an approval from the CMA. The Exchange then became operational in January 1998 with the listing of the UShs.10 Billion East African Development Bank (EADB) Bond issue. The USE is a private company limited by guarantee, whose shareholders constitute broker/dealers and investment advisors. There are 5 licensed Broker/Dealers and 6 Investment Advisors that form the membership of the USE (5 of the 6 Investment Advisors are the licensed Broker/Dealers).
